Position - Finance Manager (M/F - 1 Post) (3 Years Project)
Salary - Up to 2,500,000 MMK + Transportation,Communication , Insurance, Medical & education allowances
Working Days - Monday to Friday (9:00 AM ~ 5:00 PM)
Location - Kamayut,Yangon
Overall goals
- Managing the Project Finance efficiently (40%)
- Coordination with Partner organizations particularly Finance Officers (25%)
- Project Financial and Administrative tasks are effectively carried out (25%)
- Financial Recording, Donor Report Preparation and Auditing Report Preparation (10%)
Job requirements
- Minimum five years of experience in Project Finance Management with three years of experience in EU financing project in a lead international organization
- Experience in working for Fund management Agencies working with Local implementing organizations
- Preferable Certified Management Accountant (CMA) with B.Com or ACCA passed subjects on {Applied Knowledge/ Management Accounting (MA)}, {Applied skill/ Financial Management (FM) & Financial Reporting (FR)}, {Strategic professional/ Advance Financial management (AFM)} and LCCI Level 3 and Diploma in Accounting (DA) or B.Com.
- Fluent in English (Strong Speaking skill and Listening skill with moderate reading and writing skill/ Must be able to make effective communication in office working environment)
- Fluent in Myanmar (Must be able to make effective communication in office working environment)
- Accounting software practices (Banana Accounting Software)
Main Job Responsibilities
- Project Budget is well understood and proactively support to Project Manager (PM) and Chief Technical Advisor (CTA) on overall budgeting matters.
- Project overall expenses are monitored to be in line with donor rule and regulation and partnership agreement.
- Report to PM on budgeting matter of the entire project; Forecast, Constant financial monitoring on partners project expense, financial reporting and related timely reporting for further/immediate action
- Timely preparation of draft donor report to PM, CTA for further review and submission to donor and filing the document as per donor requirement
- Support to PM on budget forecasting and financial monitoring on actualization of budget against forecasted budget and giving feedback for all consortium partners.
- Need based in touch with partner organizations Finance Officers to support them for better understanding on donor guideline, Finance, Administration and Procurement (FAP), in their project expenses and financial recording.
- Discrepancies and differences of project expenses with all guidelines to follow are immediately report to PM and CTA.
- Review and consolidate quarterly fund requests for partners, prepare the fund request for the project
- Participate in the budget revision, review on budget monitoring, provide the Budget Comparison to PM, CTA and Partners
- Follow-up visits to partner office for internal control and ensure to maintain accountability
- Deal with any other financial, accounting, or administrative issue related to the project
- Coach and guide project partner staff to follow the company’s administration and finance guidelines
- Technical support of procurement procedure to partner’s organization
- Ensuring the maintenance of project materials for efficient and effective use
- Maintain an inventory of fixed assets and continuously update and periodically physically reviewed (annually or semi-annually)
- Maintain accounts for the entire project; including daily bookkeeping using Banana accounting software for project
- Prepare a monthly cash flow plan to assure the availability of funds for the project activities
- Prepare the Journal Vouchers for Head Office expense certificate in quarterly basis
- Prepare the required documents for the yearly audit and support the audit process under supervision of Project Finance Manager and Financial Advisor
- Support the implementation of audit recommendations and follow up
- Assist with the quarterly reviews / internal audit of the project, in providing data and documentation
